Technical Connection for Private Sector Account Brokers

The fees for connecting to the NemKonto system vary depending on the type of connection you need.

You should consider which type of connection best fits your requirements before you request a connection.

To connect to the NemKonto system as a private sector account broker, you need to decide which type of subscription you want. There are three subscription options:

• Subscription type 1
• Subscription type 2
• Subscription type 3

The different subscription types vary in setup and price. Which subscription you should choose depends on how many private sector payers you expect to handle.

Subscription type 1

Companies that use subscription type 1 only handle their own payments.

Subscription type 2

Companies that use subscription type 2 can act as account brokers for 2–5 private sector payers, including themselves.

Subscription type 3

Companies that use subscription type 3 can act as account brokers for more than 5 private sector payers, including themselves.

If you want to connect to the NemKonto system as a private sector account broker, you must enter into an agreement with the Agency for Digital Government for connection to the NemKonto system.

A private sector account broker can be linked to the NemKonto system either by connecting directly or by connecting through an operator of financial digital infrastructure that has an agreement with the Agency for Digital Government for technical integration with NemKonto.

If you wish to connect directly to the NemKonto system, you must enter into an agreement with the Agency for Digital Government covering the technical integration with NemKonto as well as the terms of use, including the connection fee, the annual subscription, and the ongoing usage of the NemKonto system.

If you want to connect to the NemKonto system via an operator of financial digital infrastructure, you need to enter into an agreement with the Agency for Digital Government regarding the use of NemKonto.

In addition, you will need a separate agreement with an operator of financial digital infrastructure. The contract between you and the operator is a private‑law matter.

When you connect to the NemKonto system through an operator of financial digital infrastructure, you will not be charged any fees by the Agency for Digital Government for either the connection or the use of the NemKonto system. Instead, the Agency invoices the fees to the operator of financial digital infrastructure.

It is not a prerequisite that you already have an agreement with an operator of financial digital infrastructure in order to sign a contract with the Agency for Digital Government. Nevertheless, the Agency recommends that you either have an agreement or, at the very least, are in dialogue before you sign a contract with the Agency for Digital Government.

In order for private sector account brokers to perform account lookups in the NemKonto system, the payment system must be able to send files that can be read by the NemKonto system.

The private sector account brokers must use IBM MQ as the technical transport mechanism.

The Agency for Digital Government can provide a setup guide for IBM MQ.

As part of the connection to the NemKonto system, the company must complete a connectivity check and functional readiness check

The connectivity check ensures that the system can communicate with the NemKonto system. Once the connectivity check is succesful, the company can process to the functional readiness check.

The functional readiness check verifies that the system is correctly integrated with NemKonto’s account‑lookup functionality.

The processes are described in more detail in the Agency for Digital Government's guides. Furthermore, the Agency provides synthetic test data for completion of the checks.

Please note that the timing of both the connectivity check and the functional readiness check must be coordinated with the Agency for Digital Government.

A number of prerequisites must be met before a private sector account broker or an operator of financial digital infrastructure can be fully technically connected to the NemKonto system. These include:

• Availability of a test environment for performing the functional connectivity check.
• Establishment of a full technical connection between the company's test environment and the NemKonto test environment.
• A technical and legal agreement in place with the Agency for Digital Government.

The interface specification is intended for IT vendors who need to adapt their systems to communicate with NemKonto. Any IT system that must perform account look‑ups in NemKonto must use this interface.

As a private sector account broker you are responsible for invoicing and supporting the private sector payers for whom you act as a broker. You must also be able to handle inquiries from your private sector payers concerning their use of the NemKonto system.
