Private Companies’ use of the NemKonto System

What is a private sector payer?

A private sector payer is a company that performs account lookups in the NemKonto system. This is done either through a private sector account broker or via the company’s own technical connection to the NemKonto system.

The private sector payer receives account details that they can use to make a payment. For example, this could be a business that needs to pay salaries to its employees, or an insurance company that needs to disburse a claim.

Connecting as a private payer

If you are a private sector payer, you must have an agreement with a private sector account broker and connect to the NemKonto system through them.

Direct connection to the NemKonto system

Some private sector payers can also connect to the NemKonto system as a private sector account broker, either directly through their own technical integration or via an operator of financial digital infrastructure.

This requires the company to have permission as one of the following:

• Credit institution or bank institution
• Payment institution
• E‑money institution
• Insurance company

What is a private sector account broker?

A private sector account broker is the “technical link” between private sector payers and the NemKonto system. It can perform account lookups on behalf of several private sector payers, including on behalf of itself as a private sector payer.

Your company can become a private sector account broker if it is a credit institution, bank institution, payment institution, e‑money institution, or insurance company operating in the EU/EEA.

Some private sector account brokers use an operator of financial digital infrastructure and can connect to the NemKonto system as a private sector account broker through that operator.

Connecting as a private sector account broker

If you want to connect to the NemKonto system as a private sector account broker, you must enter into an agreement with the Agency for Digital Government.

What is an operator of financial digital infrastructure?

An operator is the “technical link” between private sector account brokers and the NemKonto system.

Connecting as an operator

Only companies that have been designated by the Danish Financial Supervisory Authority (Finanstilsynet) as an operator of financial digital infrastructure may be connected to the NemKonto system in the role of operator of financial digital infrastructure.

The private sector payer performs an account lookup through a private sector account broker. This means a file is sent containing information that can identify the payment recipients—either a CPR, CVR, SE, or P number (identification number). The file is called an account‑lookup bundle.

The NemKonto system then matches the identification numbers in the bundle with the NemKonto (the account details registered in the NemKonto system). If any recipients do not have a NemKonto, this is also indicated in the file.

The file is returned to the private sector payer, who can then carry out the payment.

Private sector payers cannot make the payment directly through the NemKonto system.
