Connection for Private Sector Payers

There are two ways to become connected to the NemKonto system as a private sector payer:

1. Via a private sector account broker

2. Via direct connection.

If you wish to connect to the NemKonto system through a private sector account broker, you can contact the broker and enter into an agreement.

If the company wants to connect directly to the NemKonto system, it will act as its own account broker.

For a company to be connected directly to the NemKonto system and act both as a private sector payer and a private sector account broker, it must have a licence as one of the following:

• Credit institution
• Banking institution
• Payment institution
• E‑money institution
• Insurance company

With a direct connection, the company must follow the technical integration guide for private sector account brokers.

Several private sector account brokers are connected to the NemKonto system. You can contact any of them to become connected to the NemKonto system as a private sector payer.

Companies that wish to connect to the NemKonto system as a private sector payer through a private sector account broker do not pay any fee to the Agency for Digital Government for the connection.

The private sector account broker will typically charge the payer for being connected to the NemKonto system via the broker.

This is a service agreed upon between the company and the private sector account broker. Hence, the connection procedure and prices are a matter between the payer and the broker.

Companies are only allowed to make payments to a NemKonto if the recipient’s NemKonto is the correct payment destination and the company has a legal basis to process the recipient’s CPR number in order to retrieve account information from the NemKonto system—such as when the recipient has given consent. This consent may be obtained, for example, when it is agreed that the payment will be made to the recipient’s NemKonto and the recipient provides their CPR number to the private sector payer.

In addition, before a company retrieves account information from the NemKonto system for the first time, it must notify the recipient that they can, at any time, inform the company that payments should not be made to their NemKonto.

There are also other requirements for companies acting as private sector payers - for instance, a company may only retrieve account information from the NemKonto system if it intends to make a payment to the recipient within four banking days.

Furthermore, special rules apply if the company is disbursing amounts covered by Section 513 of the Danish Administration of Justice Act (retsplejeloven).
