Private Companies’ use of the NemKonto System

You can become a private sector payer if your company is located within the EU/EEA or the Faroe Islands. This could, for example, be a company paying salaries to employees or an insurance company paying compensation to policyholders.

As a private secor payer, you must have an agreement with a so-called private sector account broker and connect to the NemKonto system through them.

Direct Connection to the NemKonto System

Some companies can act as both private sector payers and private sector account brokers. This role requires that the company holds a license as a:

• bank,
• payment institution,
• e-money institution, or
• insurance company.

You can become a private sector account broker if your company is a bank, credit institution, payment institution, e-money institution, or insurance company within the EU/EEA.

A private sector account broker acts as a “technical link” between private sector payers and the NemKonto system and can perform account lookups on behalf of multiple private sector payers—including itself if it is also a payer.

Some private sector account brokers use a financial digital infrastructure operator (formerly known as a data center) and may connect to the NemKonto system through such an operator.

How to Join as a Private Sector Account Broker

If a company wishes to join the NemKonto system as a private sector account broker, it must enter into an agreement with the Danish Agency for Digital Government (Digitaliseringsstyrelsen).

Contact NemKonto Support if you want to enter into an agreement with the Agency for Digital Government to become a private sector account broker.

Direct Connection to the NemKonto System

Some companies may act as both private payersand private account intermediaries. This requires a license as a:

• bank,

• payment institution,

• e-money institution, or

• insurance company.

If your company is already operating as a private sector account broker, the Agency for Digital Government will contact you. If you wish to continue using the NemKonto system, you do not need to take any further action.

The NemKonto Act sets requirements for which companies can act as private sector account broker. Your company must have a license as a:

• bank,

• payment institution,

• e-money institution, or

• insurance company.

This means that if your company does not hold one of the above licenses, it may only continue to act as a private sector account broker until June 30, 2026.

Below is an outline of how your company interacts with the NemKonto system.

The private sector payer makes an account lookup via the private sector account broker. This means a file is sent containing identifiers for the payment recipients (such as CPR, CVR, SE, or P numbers). This file is also called a bundle of payment messages.

The NemKonto system then attaches the relevant NemKonto (account details) to each CPR, CVR, SE, or P number. The file is returned to the private sector account broker, showing which NemKontos are linked to which identifiers—and which payment messages, if any, could not be linked to a NemKonto.

Private sector payers and private sector account broker perform lookups on CPR, CVR, SE, or P numbers in the NemKonto system and receive account details in return. Payments are not processed through the NemKonto system—the company must handle the actual payment independently.

If your company is a financial digital infrastructure operator (formerly called a data center), you may connect to the NemKonto system on behalf of one or more private sector account broker (e.g. financial institutions).

What to do if you are Already Connected to the NemKonto System

If your company is already using the NemKonto system, the Agency for Digital Government will contact you. You do not need to take any further action.

New Rules for Operators of Financial Digital Infrastructure

Frequently, one or more banks are connected to the NemKonto system through a private sector account broker. This setup—and its benefits—will continue.

However, the new NemKonto Act introduces a distinction: operators will no longer be private sector account broker themselves. Instead, they will be recognized under the separate role of operator.

In practice, this change will have limited impact on operators. However, some tasks and responsibilities currently handled by operators in their capacity as private sector account broker will, in the future, be the responsibility of the private sector account brokers. For example, entering into agreements with private sector payers.
